IRC Uganda, in partnership with the Ministry of Water and Environment's Water Utility Regulation Department (MWE-WURD), conducted a training in performance assessment for departmental staff and Water Authorities on March 25-26,2025.
Published on: 08/04/2025
This initiative aimed to address skill gaps in conducting performance reviews and assessments, as identified during the national reflection on building blocks for a sustainable WASH system held in September 2024. The event underscored the urgent need for MWE-WURD to enhance its capacity in performance management, enforcement, and the application of incentives or penalties to ensure accountability.
The training provided professionals from water authorities with essential knowledge and skills to conduct effective performance assessments and reviews, particularly in the areas of water utility regulation and support utility management.

In his opening remarks, Engineer Christopher Tumusiime, Commissioner of WURD, commended IRC Uganda for its valuable partnership and support.
"Our mandate to uphold technical efficiency, operational integrity, and financial sustainability in Uganda's water supply, in line with the Water Act, Cap 152, has received tremendous support from IRC." - Engineer Christopher Tumusiime, Commissioner of WURD.
Engineer Frank Kweronda, Assistant Commissioner of WURD, also emphasized that performance assessment not only regulates water supply services but also ensures a balance between commercial viability and social responsibility in service delivery.
Moving forward, WURD aims to enhance the performance of its core functions, including gazetting and contracting, technical quality assurance, tariff approval, and customer protection. These efforts will contribute to the delivery of affordable, equitable, safe, and reliable water services in accordance with established standards.
