| Abstract | This report aims to provide a comprehensive overview of a financial planning process that a water utility can use to determine its short and long term financing strategies. Designing a financial plan means that the factors which affect the size of a utility's facilities, the financing mechanisms available, and the potential cost recovery from prospective beneficiaries of the service all need to be identified and evaluated. This paper suggests, by means of six steps, how to assist the user to develop a comprehensive financial plan. The appendix includes an example of how a water utility can use leverage techniques in financial planning. |
