| Abstract | The Jal Jeevan Mission has made great strides in connecting rural houses to piped drinking water. Ensuring piped water service reaches every household, and it remains sustainable, require creating strong systems. Focussing on the building block of Institutions, this paper documents the institutional architecture that exists to manage the vast piped water supply service in rural Assam. The paper builds on the vision of delegation or decentralisation; it maps how this vision is realised and generates learning for strengthening institutional arrangements for the programme across the state. |
