Meeting the financing challenge for water supply and sanitation, incentives to promote reforms, leverage resources, and improve targeting

This study is a wide-ranging international review of financing mechanisms. It explores: how financing mechanisms can be used to promote sector reform; how additional resources can be leveraged into the water supply and sanitation (WSS) sector in a sustainable manner; and how different WSS linked subsidies can be more effectively designed and used to serve the poor. The study is meant as a guide for those working in the sector and seeking to create stronger linkages with institutional reforms and poverty reduction. The analytical framework is supported by a large number of illustrative case studies drawn from a number of countries globally.
