Abstract	This study provides an in-depth look at Small Scale Private Service Providers (SPSPs) of electricity and water and is based on a recent firm-level survey conducted in Bangladesh, Cambodia, Kenya, and the Philippines. On the whole, SPSPs play an important role in service provision in areas that utilities do not reach in the countries studied, and a significant proportion of these services reach the poor. An estimated 40–70 percent of SPSP customers are poor, depending on the country and type of service provided. The existence, success, and continued viability of SPSPs in the near to medium term is, therefore, important for the provision of services to certain segments of the population in the four countries studied.
