| Abstract | This book assesses recent reform proposals and suggests innovative new ideas. It recommends the abolition of "free" technical assistance, sharp cuts in the use of resident expatriates, and more explicit attention to the problems of civil service disarray that prevent technical cooperation from "sticking". The book presents a technical analysis of the issues surrounding technical cooperation and proposes operational measures for reform, but steering clear of the ideological dimensions of the subject. It sees technical cooperation as a major macroeconomic resource and explores the way in which it is allocated. |
