| Abstract | This case study country report examines government leadership for sanitation in Kaduna State within the framework of the Clean Nigeria: Use the Toilet Campaign (CNC), a national flagship initiative launched in 2019 to end open defecation across Nigeria. The campaign, originally targeted at achieving an Open Defecation Free (ODF) Nigeria by 2025, has since been extended to 2030 and calls on States and Local Government Areas (LGAs) to actively join the national movement to end open defecation. Within this context, this report analyses how sub-national government institutions in Kaduna State have interpreted and operationalised this national vision, the leadership conditions that have enabled progress, and the systemic barriers that continue to limit local ownership and sustainability. |
